Coimbatore: The Chief Minister has announced that an expert panel will be constituted to consider and suggest the early release of life convicts in prisons who have served for a longer time, based on humanitarian grounds on the 113th Birth anniversary of CM Annadurai.
A panel consisting of six persons, headed by retired Justice Adhinathan will review and recommend the release of persons serving a life sentence in prison in Coimbatore and all over Tamil Nadu. The Chief Minister MK Stalin made an announcement recently stating the prisoners including life convicts, aged prisoners, persons with disabilities, chronic diseases, co morbidities and the ones with mental illness will be considered for premature release on the occasion of the 113th birth anniversary of former Chief Minister Arignar Annadurai.
The past verdicts of the Supreme Court, the current legal aspects will be taken into account along with an analysis of their behaviour, the panel will recommend the premature release of the convicts serving for 10 and 20 years and those who cannot be benefitted under the above announcement.The Government has also issued relevant, detailed guidelines formed for the release.
The Director of Mental Health Institute, Director of Medical Education, Prison and Correctional Services Department Senior Officer, a Psychologist, Senior Advocate who possess experience in CrPC (Code of Criminal Procedure) will be a part of the committee which will be headed by Justice Adhinathan.
An officer in the post of Deputy Chairman in the Prison and Reforms Department will also be a Member Secretary, in the committee.
