The President of CODISSIA, Ramesh Babu placed a number of requests for industries in Coimbatore, including an online marketing portal for the MSMEs by the TN Government.
Coimbatore: The President of Coimbatore District Small Scale Industries Association, CODISSIA, Ramesh Babu took part in the Pre-Budget meeting held in Chennai, on February 21. He submitted a set of demands on behalf of the industries that will serve the city and the state’s economy.
At the Pre-Budget discussion for the financial year 2022-23, Ramesh Babu placed a number of requests for the industries in Coimbatore, including an online marketing portal for the MSMEs by the TN Government.
Dr. Palanivel Thiaga Rajan, the Minister for Finance and Human Resources Management, P Moorthy, Minister for Commercial Taxes and Registration and officials from the Government of Tamil Nadu were present at the meeting.
Ramesh Babu submitted the following inputs for the ensuing Budget 2022-2023:
∙ To speed up the revised Master Plan for Coimbatore
∙ To create a Coimbatore Development Authority similar to Chennai Metropolitan Development Authority for faster growth and development of Coimbatore
Financial Support for MSMEs
∙ To extend the grant of interest subvention charges to 6 percent for all MSME units
∙ To implement and grant loans like Credit Linked Capital Subsidy Scheme through TIIC without any collateral security
∙ To continue the Interest Subvention Scheme discontinued by TIIC. Not to insist on any ISO Certification for availing loan subsidy from the Government
∙ MOD charges to be retained as Rs.5,000 permanently
∙ Special scheme to be provided for funding of start-ups from TIIC
∙ To ensure availability of loans under CGTMSE scheme to all MSMEs.
∙ To form a separate committee to analyse and set parameters like DSCR ratio, DSCR compliance ratio for MSME industries for availing loans, as it is being maintained at par with corporates.
∙ To fix margin money only at 10 percent for Micro and Small companies to avail loans.
∙ To simplify the documentation procedures for availing loans and processing fees to be waived off.
∙ To extend the State Capital Subsidies to all the existing industrial units also for investments made on machinery and equipment for cleaner environment to be maintained in industries.
GST
∙ To recommend and support to bring petrol, diesel and electricity under GST.
∙ To recommend GST Council to reduce the current GST slabs as 5%, 10% and 15%.
∙ To drop the proposal to bring the offence of bill trading within the purview of the Goondas Act, 1982.
∙ To allow building materials input credit for industries.
∙ To discontinue the practice of issuing notice under VAT and Entry Tax to avoid burdening MSMEs after the pandemic period.
∙ To announce an amnesty scheme so that the registered dealers can give self-declaration for non-issuance of Form-C.
∙ To set up Special Economic Zone for Electronic Manufacturing and for Textile Sectors, to earn foreign exchange and to generate more and more direct and indirect employment opportunities.
∙ To develop the Industrial Estates in Sulur, Annur and Avinashi by the State Government or by PPP model.
∙ To develop Coimbatore-Madurai, Coimbatore-Karur and Coimbatore-Hosur express highways / industrial corridors which will make Tamil Nadu gain GDP double in three years.
∙ To develop Tamil Nadu Defence Corridor to promote greater sourcing of spares and other services from TNDIC nodes viz. Chennai, Coimbatore, Salem, Trichy and Hosur.
∙ To create a state-of-the-art testing infrastructure for the Defence Testing Centre in the Tamil Nadu Defence Corridor under the Defence Testing Infrastructure Scheme (DTIS) with an outlay of Rs.400 crores. To contribute 25% from the Tamil Nadu Government.
∙ To extend subsidies for National and Quality certifications and up to Rs.50 lakhs for international certification in defence industries.
∙ To bridge the gap between PSUs and MSMEs, a special IAS officer needs to be appointed to ensure that orders are given to MSMEs at the maximum possible extent.
∙ Suburban circular train service with Metro Trains are the need of the hour for and to expand and widen the existing roads, speed up the flyover works and construct new flyovers in the city to avoid heavy traffic congestions.
∙ Larger Industries investment should happen in Tier II Cities viz. Coimbatore, Salem, Trichy and Karur to be encouraged to improve the supply chain and also to pave way for balanced industrial growth and economy.
∙ To sanction Rs.350 crores for speeding up the land acquisition project for Coimbatore Airport expansion
∙ Online Marketing Portal for MSMEs to be developed by the State Government.
∙ State Policies to be framed on futuristic technologies to enable MSMEs to attract world-class technology-based industries and start-ups to Tire I and II cities and help employment generation.
∙ To introduce new schemes for Skill Development and allocate more funds for providing skill training.
∙ To provide subsidy for ERP implementation.
∙ To declare Coimbatore as a motor manufacturing hub for e-vehicles.
∙ To eliminate Inspector Raj by all Departments in MSEs, and self-declarations by individual MSE units to be honoured and accepted.
