C V Ganesan, Minister for labour welfare and skill development at his residence and submitted their request petition.
The petition that was addressed to TamilNadu Chief Minister said, "Currently there 2 crore workers in the Construction and Unorganised Workers Association.
In the 17 Labor Welfare Boards, more than 70 lakh people have registered but only about 23.37 lakh people have updated the registration.
Currently, there are 1.30 crore people who have not registered and 43 lakh people who have missed the registration with the Welfare Board.
The government has not paid attention to the renewal of those who have registered with the welfare boards for the last 10 years, which has been the dream of Former Chief Minister Kalaingar Karunanidhi.
Therefore, registration should be made mandatory by declaring that all workers working in the construction and unorganised industries must be registered with the Welfare Boards.
In the 17 Labor Welfare Boards, more than 70 lakh people have registered but only about 23.37 lakh people have updated the registration. The AIADMK government had said that only 27.7 lakhs have renewed their registration and no action has been taken by them to complete the restrictions. Meanwhile they made an announcement that the registration can be done till the 31st December 2021.
In view of the spread of Covid-19 infection, a special order should be issued to extend the period of renewaltill March 31st 2022 considering the delay. Rejection of petitions filed online must be stopped.
The government has not implemented the order issued on 28.02.2011 which cancels the conditions that workers who are over 60 have registered with the welfare board are eligible for pension has not been initiated for the last 10 years. Because of this, people who have passed away because of Covid-19 or other diseases are in a situation where they did not receive pension. An order should be made to pay pensions to workers who are still alive.
The Construction Workers Welfare Scheme stipulates in 1994 that workers over the age of 60 who have been registered with the Welfare Board for five consecutive years are eligible for a pension. Many thousands of workers are unable to retire due to this condition. So all the unions demanded that this condition be repealed and that everyone be given a pension.
Accepting it, the late former chief Kalaingar ordered the Government order 36 to provide pensions to all those who registered on 28 February 2011 and turned 60 years old. That ordinance has not been implemented for the past decade. Therefore, all those who have been denied pensions should be given pensions as per the government dated February 28, 2011.
Workers who have applied for pensions online must be ordered to pay their pensions within 30 days. Action should also be taken to provide retirement pay from the date of completion of 60 years of age.
Renewal of registration and submission of petitions at Labor Welfare Boards in advance of the Covid-19 outbreak period will take place online from June 10, 2020. Aadhar is required for this. The above tasks could not be performed as the phone number was not attached to the Aadhaar card.
So instead of Aadhaar phone number verification the fingerprint system biometric system would be simpler so that system should be implemented. Online registration renewal, information about adoption petitions goes to the worker's mobile phone. Workers are not educated enough to look at it. But at 60 days the board dismisses the application.
It is unreasonable to impose such a deadline on unorganized construction informal labor welfare boards. Therefore the cancellation of e-applications should be canceled and the account of all banks and post office banks for e-services should be accepted."
