Huge Delay in getting Concessional Duty Certificates from 'EIA' hit 'MSME' Exporters: 'CODISSIA 'stress Commerce minister to swing into action
Coimbatore: Coimbatore District Small Industries Association (CODISSIA) has sent a letter to Central minister for Commerce and Industry, Piyush Goyal requesting for immediate action ensuring MSME exporters gets concessional duty certificates without delay.
In the letter it is said,"After being severely hit by the COVID-19 pandemic this year, the growth of exports has been expected to rebound on the back of recovery in economic activities and demand worldwide. Exporters' community is hopeful that outbound shipments would start recording healthy growth rates from April 2021, helped by growth in demand in developed as well as developing countries, and effective COVID-19 vaccines that may bring life back on track the world over.
Government of India has been endeavoring to develop exports through various financial and non-financial assistance and fiscal incentives to the exporters. We are well aware that the preferential certificate of origin is a bilateral agreement between two countries. India has several trade agreements between various countries like KOREA, Srilanka, ASEAN, Asia pacific, SARRC and much more. Based on the trade agreements, the importing country receives duty concessions on import of goods. These concessional duty certificates are being issued by Export Inspection Agency (EIA). However, in the past, these certificates have been issued on the same day while applying through online.
We understand from our MSME member industries of this region that in the recent days, there is an undue delay in issuance of these concessional duty certificates without any valid reason. This is causing inordinate delays for exporters in submitting the required documents to the importer. The reasons for this delay appears to be deliberate in nature and not in line with supporting exporters in any way. Due to the delay in getting the certificate, the fund flow is getting upset and equally the total reazlisation is not remunerative for effecting exports."
"We therefore request your goodself to kindly examine the above issues so that Certificate of Origin (CoO) is facilitated, or else it will affect exports, particularly at a time, when exporters are facing logistic challenges. Further, due to heavy shortage of containers, the exporters are finding it very difficult to export their goods which has resulted in losing foreign exchange very heavily and added to that they lose their regular customers.
On behalf of all MSME exporters, we humbly request your goodself to kindly look into the above issues and request for sorting out the same immediately for the benefit of all MSME exporters."
