According to an act the Indian government passed in 1978, photographs of the Indian prime minister can be placed in government offices.

Based on that, members of BJP visited the Coimbatore Collectorate office with a photo of PM Modi and requested the PM's photos be placed in government offices.
The District Collector was unable to meet with them because he was in an advisory meeting.

Then they tried to sit in front of the Collectorate and engage in a dharna protest, but were stopped by the police.

They then got into an argument with the police following which talks were held to placate them and the police then sent them away.
This caused a stir in the Coimbatore Collectorate.
