Jagadeesanar's petition was against Vetrivel, the owner of Imayam Star Vision in the Selvapuram area and who provides Government set-top box services. He accused Vetrivel of charging Rs. 300 for the set-top box, Rs. 300 as installation fee, Rs. 180 as monthly charges while the Government's stipulation was to provide the set-top box for free with an installation fee of Rs.200 and a monthly charge of Rs.154.
The petitioner accused Vetrivel of extorting lakhs of rupees from the public. He alleged that no one bothered to attend to his call when he had dialled the number for complaints. The petitioner went on his knees to petition the District Collector demanding immediate action against the fraudster.
