He arrived with a placard hung around his neck, advocating 100 percent voting. He was denied permission to enter the Collectorate by the police owing to the placard. Only after he removed it, was he allowed inside to file his nomination papers with the District Collector, K Rajamani. Pushpanandam reportedly told the Collector that he had previously contested twice in elections.
