The judgment was delivered by a Division Bench of Justices GS Sistani and Sangita Dhindra Sehgal. The verdict has been passed with regard to the plea filed by the Sasikala-TTV Dinakaran faction in the High Court in November 2017, against the decision of the Election Commission to allocate the 'two leaves' symbol to the Panneerselvam-Palaniswami faction on the ground that they enjoyed the support of the majority of members in the legislative and organizational wings.
