"I am happy to see both the Central Government and the Government of Tamil Nadu taking all possible measures for the welfare of differently-abled persons and for those deprived in our society.
I urge the Government to open a Special College for the Speech and Hearing impaired in the Tirupur constituency, at the earliest. I request all possible support from the Ministry of Social Justice and Empowerment for this noble cause," said Sathyabama.
The Tirupur MP informed the House that the Tirupur Knitwear sector was inching toward the vision set by the Prime Minister that knitwear exports from Tirupur ought to reach Rs.1 lakh crores by 2020. "Currently, Tirupur knitwear business is about Rs.42,000 crores and many miles to go to reach the set goal.
Tirupur is manufacturing knitwear garments which is 55 percent of our country’s share and providing employment to six lakh workers, with about 65 percent of them being semi-literate women workers hailing from rural areas across the country.
The growth of Tirupur will not only enhance employment opportunity but also fetch more foreign exchange to our country. Therefore, the infrastructure facilities have to be provided to reach the target," urged Sathyabama.
"The knitwear sector is a prosperous sector and we request for R&D support to the Tirupur cluster, mainly for product diversification and also strengthen the design capabilities to fulfill the requirements of foreign buyers. As of now, there is no specialized agency at the government level to look after and hand hold the industry in its pursuit of rapid growth.
It is imperative to establish a ‘Knitwear Board’ which can act as a catalyst for growth of this industrial segment. The Board will act as an interface for the industry with the Government. Therefore I request the Prime Minister to establish the Knitwear Board with the headquarters at Tirupur, so that the needs of the industry are addressed quickly and effectively, thereby facilitating the growth of the knitwear cluster," reiterated the Tirupur MP.
Sathyabama detailed on the schemes available for fresh workers and the lack of schemes for existing workers who are self-groomed without any proper technical skill orientation or training. "This creates an inconsistency in the production and quality parameters resulting in reputation loss. In view of this, a long term comprehensive initiative to uplift the skill proficiency of existing workers in textile clusters has to be carried out immediately to enhance the overall standards of the knitwear sector in Tirupur," she added.
"As more number of migrant workers from across the country along with their families find employment with knitwear garment stakeholder units, it has become necessary for providing labour quarters. I request support for construction of one lakh houses for the migrant workers which will help in a comfortable stay for them at Tirupur, and for the growth of the industry as well as fulfilling the Prime Minister’s dream of providing houses to all in our country.
I request the Centre to provide the required infrastructure facilities at Tirupur and pave way for the growth of the knitwear industry in our country to reach the Centre's vision and mission of creating a new India," added Sathyabama.
Sathyabama also highlighted that despite the permission given for imports made under the EPCG scheme, relief had not been extended for imports (like fabrics) made under the Advance Authorization scheme. "A large number of garment exporters in Tirupur import specialty fabrics under the Advance Authorization scheme.
IGST refund claims of exporters who import inputs under Advance Authorization scheme must be permitted. The exporting units are now manually filing EGM but an online option has to be implemented for getting GST refund automatically in a hassle free manner," she urged.
She also urged the Centre to take necessary steps to include the handwoven Bhavani Jamakkalam in the GST exempted list so that thousands of handloom weavers who depend solely on the production of Bhavani Jamakkalam can survive.
She also asked for setting up of Kendriya Vidyalaya KV Schools in the Tiruppur Parliamentary constituency in Erode District i.e. Gobichettipalayam, Andhiyur, Bhavani, Perundurai in Tamil Nadu, in line with what the Union Minister for Human Resource Development promised during his last visit to Chennai, where he had assured that the Government would establish more Kendriya Vidyalaya schools in Tamil Nadu.
"The Government had fixed a target of opening 500 new KVs in the country during the XII Plan period (2012-2017). In view of the urgency and importance of the matter, I request the Centre to take necessary steps for opening these Kendriya Vidyalaya Schools in the Erode District," she added.
Sathyabama also advocated for an exclusive department for the welfare of the normal power loom industry under the Ministry of Textiles to be formed for providing support to the sick power loom industry, thereby rescuing the five lakh weavers of the two districts and 5.5 million weavers all over the country.
"This will help to address the second most employment provider’s grievances and I urge the Centre to take necessary supportive action to save the sick industry of the normal power loom in the Tirupur and Coimbatore regions of Tamil Nadu and its five million workers," she added.
"In Erode district about 5000 power loom units with one lakh workers are gaining jobs on a daily basis. The power loom sector is significant after agriculture. It also provides indirectly job opportunities for over three lakh people. (PMMY) MUDRA loan for our power loom industry with a subsidy amount of Rs.1 lakh has been well received.
The announcement has encouraged us to continue with our power loom sector. But most of the banks in the Erode district are not accepting the loan applications under the MUDRA scheme. Hence, I request that necessary directions are issued to the banks to provide MUDRA loans to members of power loom sector without any further hindrance," said Sathyabama.
Sathyabama highlighted that according to the recent order of the office of the Development Commissioner for Handlooms, New Delhi (Order No.1/2/2016-DCH/P&S, Dated.18.4.2018) the Handloom Weavers Entrepreneurs were removed from the eligible beneficiaries and henceforth cannot procure yarn under the welfare schemes.
She urged the Government to provide weaver identity cards to all handloom weavers and include them under the Direct Benefit Transfer (DBT) scheme to avail all the benefits of the scheme.
"Tirupur is one of the fastest growing cities in the country contributing substantially to the Government’s exchequer and providing employment opportunities to millions in the textile and knitwear sectors. Tirupur also has an A-grade railway station which generates substantial revenue in the Salem Division of Southern Railway.
There is an urgent need for providing the modernization of Tirupur Railway Station with facilities like an additional platform which is covered completely and an additional ticket booking counter, a digital coach arrival/departure information LED board, battery car facility for elderly and physically challenged people, a help desk facility and kiosk for train queries, cash ATM facilities and drinking water vending machines," detailed Sathyabama in her long Parliamentary speech.
