PMK Questions Omission of Periyar, Ambedkar and Nehru from Reservation History

PMK State Students’ Wing Secretary Rahul Nithish has questioned the omission of Periyar, B.R. Ambedkar and Jawaharlal Nehru from the reservation-history section of Tamil Nadu’s Backward Classes Welfare policy note. He urged the government to clarify the changes and review the document.

PMK State Students’ Wing Secretary Rahul Nithish has questioned the Tamil Nadu government over the reported omission of references to Periyar, Dr. B.R. Ambedkar and Pandit Jawaharlal Nehru from the reservation history section of the policy note of the Backward Classes, Most Backward Classes and Minorities Welfare Department.
In a statement, Rahul Nithish said Tamil Nadu’s social justice history was not the history of any single political party but the outcome of struggles and policy developments over several generations. He said the demand for representation and equal opportunities in education, employment and political participation had contributed to the evolution of the State’s reservation system.
He questioned why the names of Periyar, Ambedkar and Nehru were reportedly absent from this year’s section dealing with the history of reservation in the State.
According to Rahul Nithish, the issue should not be viewed merely as the removal of three names from an official document. He raised questions about how historical developments are recorded in government documents and whether the contributions of leaders associated with social justice movements should be omitted from such records.
### 1951 and the constitutional amendment
Rahul Nithish referred to 1951 as a significant turning point in the history of reservation in Tamil Nadu. At the time, the existing system of communal representation faced a legal challenge, following which the Supreme Court struck down the arrangement.
The development led to protests in Tamil Nadu demanding the protection of social justice and communal representation. The statement attributed an important role in these protests to Periyar and said they contributed to the political circumstances that preceded the First Constitutional Amendment.
The First Constitutional Amendment to the Constitution of India subsequently introduced Article 15(4), providing for special provisions for the advancement of socially and educationally backward classes and Scheduled Castes and Scheduled Tribes.
Rahul Nithish said previous government policy notes had referred to the connection between the protests led by Periyar and the constitutional amendment. He also pointed to earlier references to Prime Minister Jawaharlal Nehru and Law Minister Dr. B.R. Ambedkar in the context of the First Constitutional Amendment.
He questioned why these historical references had reportedly been shortened or omitted from the current document.
### Questions over Periyar’s contribution
According to Rahul Nithish, Periyar’s role in making social representation, caste-based inequality and equal access to education and employment central issues in Tamil Nadu’s public discourse is an important part of the State’s social justice history.
He argued that reservation should be viewed in the context of a longer history of social and political movements rather than simply as a benefit provided by a government.
The PMK functionary therefore questioned whether an official account of reservation history could be considered complete if it did not acknowledge Periyar’s contribution to the social justice movement in Tamil Nadu.
### Ambedkar’s constitutional role
Rahul Nithish also questioned the reported absence of Dr. B.R. Ambedkar’s name from the reservation history section.

He said Ambedkar’s role in the making of the Indian Constitution and his work relating to social equality, caste discrimination and the rights of historically disadvantaged communities form an important part of the broader constitutional history surrounding social justice.

He argued that including Ambedkar’s contribution in an official account of the constitutional development of reservation would not amount to political endorsement of any particular party or ideology, but would instead constitute recognition of a historical contribution.

### Reference to Nehru

The statement also highlighted Jawaharlal Nehru’s role in the period during which the First Constitutional Amendment was introduced.

Nehru was the Prime Minister of India at the time, while Ambedkar was the Law Minister. Rahul Nithish said the roles played by key political and constitutional figures during this period should be recorded when documenting the evolution of reservation and social justice provisions.

He also stressed that Periyar, Ambedkar and Nehru came from different political and ideological backgrounds, and that acknowledging their respective historical contributions does not require treating them as part of a single political tradition.

### Demand for clarification

Rahul Nithish has sought an explanation from the Tamil Nadu government regarding the changes reportedly made to the reservation-history section of the policy note.

He has questioned whether the omission was a result of an editorial change, an administrative decision or an error in preparing the document. He has also called for the government to clarify the basis on which the current version of the historical section was prepared.

The statement further argued that government policy notes are official documents placed before the legislature and therefore historical references contained in them should be based on established records and should maintain historical continuity.

### Debate over how social justice history is recorded

The issue has also raised a broader question about how Tamil Nadu’s social justice history should be documented in official government records.

The State’s reservation framework has developed through multiple stages involving social movements, political organisations, government orders, constitutional amendments, court judgments and subsequent policy decisions. Different political and social leaders have played roles at different stages of this development.

Rahul Nithish maintained that social justice should not be treated as the property of any single political party. He said the contributions of different movements, leaders and governments should be recorded according to their historical role.

He urged the Tamil Nadu government to clarify the reported changes and, if the omissions were found to be inadvertent, restore the relevant historical references in the official document.
