The letter stated, "The National Commission for Protection of Child Rights has been established under the Commission for Protection of Child Rights (CPCR) Act, 2005 to ensure that all laws, policies, programmes, and administrative mechanism are in consonance with the Child Rights perspective as enshrined in the Constitution of India and also the UN Convention on the Rights of the Child. One of the mandate of the Commission u/s 13(I) (j) of CPCR Act. 2005 is to inquire into matters relating to deprivation and violation of child rights.
The Commission under section 13(I) (j) of CPCR Act. 2005 has taken Sua moto cognizance based on the news report published in the media on the above subject. As per the news report, “a 14-year old girl set on fire allegedly by AIADMK functionaries died on May 11 at Villupuram Government Medical College & Hospital (VGMCH) at Mundiyampakkam."
The letter also requested, "You are requested to inquire into the matter and take strict action against the alleged culprits for this heinous crime under relevant sections of JJ Act, 2015 and IPC. The said girl should be provided medical assistance and required surgery. An action taken report along with the authenticated copies of the relevant documents may kindly be shared with the Commission within 07 days of receipt of the letter."
In this state the victim sadly succumbed to her injuries and passed away.
The 14 year old girl Jayashree was set on fire by two AIADMK members G. Murugan (52) and K Kaliyaperumal (60) for refusing to open her father's shop in his absence. They were in an inebriated state and were irked when Jayashree refused to open the shop and asked them to talk to her father Jayabal.
Even though the two culprits left the place then, hours later Jayashree's neighbours saw smoke coming out of the house and rushed to check on her. They found Jayashree ablaze with her hands tied.They poured water on her and rushed her to the Villupuram Government Medical College Hospital.
Murugan and Jayabal are relatives and have a history of enmity. Murugan and his friends have been arrested and have been out on bail earlier for chopping the hands of Jayabal's uncle.
Based on the statement of the victim to the Magistrate it was Murugan and Kaliyaperumal who tied her hands and poured petrol on her and set her ablaze. Murugan and Kaiyaperumal were arrested based on this statement.
According to the Villupuram SP Jayakumar the culprits have been arrested and FIR has been filed on them. They have been booked under a cases under various sections that include 302 (Murder), 452 (House-trespass after preparation for hurt, assault or wrongful restraint), 341 (Punishment for wrongful restraint), 342 (Punishment for wrongful confinement), 294b (sings, recites or utters any obscene song, ballad or words, in or near any public place), 323 (Punishment for voluntarily causing hurt), and 324 (Voluntarily causing hurt by dangerous weapons or means) of the IPC.
