Flyover work to resume in Singanallur - Call for online tenders

The highways department is all set to resume the construction of a flyover at Singanallur in Coimbatore district. A call has been invited from EPC eligible contractors to file contracts in the same level two cover mode through online mode.



Coimbatore: The Highways Department has invited contractors to file a tender contract for the resumption of work on the construction of a flyover at Singanallur in Coimbatore district.

A statement issued by the Highways Department in this regard said,

The Ministry of Road Transport and Highways, through the Superintending Engineer, National Highways, Salem, is inviting e-tenders for the Singanallur flyover project in a single level two cover mode through online from epc eligible contractors.

1. The complete BID document can be viewed / downloaded from e-procurement portal of MoRT&H https://eprocure.gov.in upto 11.09.2023 (upto 15.00 Hrs. IST). Bidder must submit its Technical Bid and Financial Bid at https://eprocure.gov.in/eprocure/app. and Technical Bid https://bims.gov.in on or before 11.09.2023 (upto 15.00 hours IST) as stipulated in Cl 1.3 & Cl. 2.11 of RFP.

2. Bid Security shall be submitted in the form of Insurance Surety Bond, Account Payee Demand Draft, Banker’s cheque or, Electronic Bank Guarantee (e-Bank Guarantee) (In case, it is not possible to furnish the bid security in the form of e- bank guarantee, physical Bank Guarantee will also be accepted). The Insurance Surety Bond shall be verified from the specific portal created for this purpose. The e - Bank Guarantee / physical bank guarantee shall be transmitted through SFMS Gateway to the Bank of Divisional Engineer, National Highways, Coimbatore.

3. The amount of Rs.20,000/- towards the cost of tender documents should be paid in favour of Regional pay and Accounts Officer, Hyderabad through Bharatkosh portal http://bharatkosh.gov.in under head of A/c 1054 and proof of payment shall be submitted with tender proposal.

In addition, the bidder has to make payment of Rs.3600/- towards 18% GST directly to GST department in favour of Office of the Divisional Engineer, National Highways, Coimbatore. Receipt / document in support of online payment of GST to be submitted online on https://eprocure.gov.in/eprocure/app and original copy to be submitted with hard copy of bid.

4. The bidder shall submit physically the Receipt/document of above original financial instruments on or before 19.09.2023 upto 11.00 hrs as per clause 2.11 of RFP.

5. Document comprising technical and financial bid must be uploaded online with scanned copy of financial instrument towards bid security and cost of document specified for the work in the above table on or before submission date.

6. Bid submission through any other mode is not entertained. However, technical qualification documents shall be submitted physically in original by the successful bidder before the issue of LOA. Please note that the Authority reserves the right to accept or reject all or any of the bids without assigning any reason whatsoever.

7. Pre-bid meeting will be held on 17.08.2023 at 11.00 am in the O/o. Superintending Engineer (NH) Omalur Main road, Narasothipatty, Alagapuram (PO), Salem-636 004.

8. Bids received online shall be opened on 20.09.2023 at 15.00 hours IST in the O/o. The Chief Engineer (NH) Chennai or through video conference as per the Ministry circulars vide Lr.No.RW/NH/37010/4/ 2010-EAP (Printing) Vol. IV dated.30.4.2020 in the presence of bidders who have participated in the tender as the case may be.

9. The bidders must possess Digital Signature Certificate of Class II or III for submission of bids through online.
