Deepavali 2023: Coimbatore district administration imposes conditions for setting up of firecracker shops

Applications are invited only online on the basis of the requirement of obtaining temporary fireworks licence from the District Revenue Officer, Coimbatore under the Explosives Act, 2008 in single window system as per the orders of the Government of Tamil Nadu.



Coimbatore: The district administration has imposed a condition that hospitals, schools, places of worship, marriage halls, areas with inflammable materials/ buildings and tea stalls should not be located in the vicinity of firecracker shops.

The Coimbatore district administration has announced the conditions to be followed and the procedure for applying for setting up of firecracker shops ahead of deepavali festival on November 12.

In a statement, the Coimbatore district administration said, in the year 2023, when Deepavali is to be celebrated on 12.11.2023, those who are interested in running temporary fireworks shops in the rural areas of Coimbatore district (excluding corporation areas) are interested in running temporary fireworks shops. Applications are invited only online on the basis of the requirement of obtaining temporary fireworks licence from the District Revenue Officer, Coimbatore under the Explosives Act, 2008 in single window system as per the orders of the Government of Tamil Nadu.

They are requested to apply for the above license through the e-Seva Kendras between 19.09.2023 and 18.10.2023 along with the relevant documents. Applications made after 18.10.2023 will be rejected.

Accordingly, the documents required to apply,

1) The field temporarily seeking a license for the sale of firecrackers will cover 9 cm to 25 sq m and the field map indicating the field will clearly indicate the road facility, ambience and the capacity of the shop. (Subrule-3) fieldmap (to scan in e-Service Center)

2) If the owner of the place seeking the licence is the applicant, the relevant documents and a copy of the receipt of payment of house tax in the current financial year.

3) In case of rented building, the original consent letter obtained from the building owner on a stamp paper of Rs 20 along with a copy of the original receipt paid by the owner of the house tax.

4) License fee of Rs.700/- in government account under the relevant head-original payment slip (to be constructed at e-Seylan Computer Centre and scanned at e-Seva Kendra)

5) Colour photographs of the passport size of the applicant 1(to be scanned at the eSevai Kendra)

6) The applicant's original PAN card, Aadhar card, family card/smart card) have been notified.

Further, the conditions laid down on the basis of the High Court judgement for obtaining a temporary fireworks licence are as follows:

1) There should be no residential and stock of firecrackers on the upper floor of the fireworks shops.

2) Hospitals, schools, places of worship, marriage halls, areas/buildings with inflammable materials, tea stalls should not be located near the cracker shop. 

3) Fireworks shops should not be set up near public places, bus stops and bus stands.

4) There must be two ways in the building of the cracker shop. The emergency route should be such that it can go out of the shop.

5) If the building is a R C roofing roof, there should not be the same type of fireworks shop within 15 meters of the circumference.

6) The area of the building shall be subject to the size of the building as specified in the rules of the Explosive Rules, 2008. (9 Sqmt to 25 Sqmt) 

7) There should be a vacancy within a radius of 50 metres while setting up a temporary fireworks shop in the vacant space. Two routes must be set up.

8) The application must mention the address with the door number to the place where the cracker shop is to be set up. 

9) Firecracker shops should not be set up in marriage halls, halls and community halls.

10) The application has to be made along with the original payment slip for payment of the firecracker license fee of Rs.700/- on the website of www.karuvoolam.tn.gov.in/challan/echallan. According to the district administration.
