To safeguard peace and harmony, meetings, protests and processions banned for 18 days - Sumit Sharan, City Police Commissioner

Coimbatore: In a press release today, the City Police Commissioner, Sumit Sharan said that assemblies, processions, fasts, demonstrations, assembling for distribution of pamphlets, pasting of wall posters, wall writings, erection of flex boards in any street, road, thoroughfares or other public places shall be regulated within City Police jurisdiction for a period of 18 days commencing from midnight of February 19 to March 4.

Coimbatore: In a press release today, the City Police Commissioner, Sumit Sharan said that assemblies, processions, fasts, demonstrations, assembling for distribution of pamphlets, pasting of wall posters, wall writings, erection of flex boards in any street, road, thoroughfares or other public places shall be regulated within City Police jurisdiction for a period of 18 days commencing from midnight of February 19 to March 4. 

"Prior permission before five days should be sought for carrying out any such activity. This move comes as a matter of precaution against any form of communal violence in the city", he added.

"According to order Under Section 41 & 41-A Of Tamil Nadu City Police Act 1888, Whereas I, SUMIT SHARAN, IPS., Commissioner of Police, Coimbatore City have reason to believe that persons belonging to different Political communal organizations/outfits are likely to assemble to meet, take out processions, stage demonstrations, distributing — pamphlets, pasting of wall posters / wall writings, erection of flex boards, etc., in public places and public thoroughfare in the hypersensitive Coimbatore City in furtherance of their object of obstructing the free flow of traffic, causing hardship and inconvenience to general Public, disturbing the Public peace safety and etc", the Commissioner said in the release. 

He added that "Whereas such assemblies, meetings and processions are : likely to lead to acts of violence, mischief and rioting creating law and order problems in the areas and affecting the public peace and safety. Moreover, the situation is likely to be exploited by anti-social elements."

"In view of preservation of public peace and safety, it is necessary to prohibit such assemblies, meetings or processions in areas specified in the scheduled below:

Now, therefore in exercise of the powers conferred by sub-section ‘ (2) of Sections 41 and 41-A of the Tamil Nadu City Police Act 1888, as per G.O.M.S.No. 802 (Home-Police-D), Department dated 13.04.1990 and Tamil Nadu Ordinance No.16 of 2012 in No.252 of Tamil Nadu Government Gazette Extraordinary, Chennai, dated 7th September 2012.

The Commissioner hereby directs all assemblies, processions, fasts, demonstrations, assembling for distribution of pamphlets. pasting of wall posters, wall writings, erection of flex boards in any street, road, thoroughfares or other public places shall be regulated within Coimbatore City Police jurisdiction for a period of 15 days commencing from midnight on 19.02.2020 and ending with midnight on 04.03.2020. 

He added that intending applicants are advised to apply for grant of permission, at least five days in advance.

This order shall not apply to:-

i) Any assembly or procession or meeting or demonstrations for which permission is granted by the Commissioner subject to such conditions: as may be imposed therein.

ii) Any meeting, assembly or procession of purely religious character held in a recognised place of worship.

iii) Any assembly or procession purely for the purpose of takings part in 8 Sports.

iv) Any assembly or procession on the occasion of wedding, funeral or similar domestic occurrence 

v) Any assembly or procession of the occasion of religious ceremony.

vi) Any public meeting, assembly or procession held under the statutory or other express legal authority.

vii) Any public meeting, assembly or procession or class of public meeting or assembly or procession exempted from the operation of this order by the State Government by General or Special Orders.

viii) Any public meeting, assembly or procession held under the auspices of the State or Union Govt.
