Coimbatore City Police has released a set of guidelines, in which the procedures to be followed in hotels and hostels where the New Year celebrations will be organized is sketched out for safe and incident-free celebrations.
Coimbatore: The Coimbatore city Police have issued various guidelines for conducting entertainment and banquet programmes to celebrate the New Year 2023 across the city.
According to a statement issued by the City Police, the management of hotels, and shopping malls, that have organized entertainment and parties on the occasion of New Year's Day, are advised to take all necessary precautions so that there is no law and order problem in matters relating to the programmes conducted by them.
The guidelines for this are as follows:
To regulate vehicular traffic to hotels, shopping malls, hotels and indoor places and to ensure the safety of those participating in events and their properties, the concerned administration shall appoint appropriate security guards.
Special arrangements should be made to park the vehicles of those who come for entertainment parties and ensure that there is no traffic jam.
Any suspicious objects in the places and buildings under their administration during New Year's Day or the movement of suspects should be immediately informed to the police.
The organizers and management concerned should take necessary precautions to prevent drunken driving during New Year parties.
It is the responsibility of the concerned administration to arrange for an alternative vehicle with the required driver to ensure that any of their guests are drunk and he/she can safely reach his home.
The organizers, who have arranged for New Year's Day entertainment and hired female employees should facilitate the safe return of the employees.
Check the functioning of CCTV cameras installed in all hotels, entertainment halls and hotels and ensure that they are fully functional. CCTV cameras should ensure that the records are fully protected and stored by the concerned administration.
No permit slips or coupons shall be issued in excess of the permitted numbers for shopping malls, or indoor entertainment venues, for New Year's Day celebration programmes conducted by hotel and hotel management.
In the event of Indecent behaviour during the New Year's Feast celebrations organized in hotels, shopping malls, hotels and indoor halls, the management should take necessary precautions to ensure that no obscene incidents take place.
The organizers should ensure the participants of the New Year celebrations do not use drugs illegally. Appropriate precautions should be taken in this regard. If the administration fails to prevent such a situation and there is a law and order problem, action will be taken against the concerned administration.
Traffic and local police will jointly conduct vehicle checks across the city to prevent traffic violations during New Year's Day. Those who cause trouble by consuming alcohol, those who indulge in traffic violations, especially those who drive under the influence of alcohol, those who are involved in racing will be taken to task, Removing the silencers on two-wheelers and driving with high noise and loudspeakers, will be penalized under relevant sections of Motor Vehicles Act.
In order to monitor vehicular traffic in Coimbatore city, to prevent accidents and to regulate traffic, 45 locations have been identified and vehicle checks will be carried out by police teams.
Traffic has been banned on all flyovers in Coimbatore city on the night of December 31, on New Year's Day.
Ambulances will be stationed at Anna statue on Avinashi road, near the Head Post office on D.B. Road in R.S. Puram and Ukkadam -Athupalam junction to rescue the victims in case of emergency and vehicle accidents.
Driving under the influence of alcohol is an offence punishable under Section 185 of the Motor Vehicles Act. On behalf of the traffic police, those driving under the influence of alcohol beyond the permissible limits will be identified through Breath Analyzer, and appropriate legal action will be taken. Their vehicles will be impounded and steps will be taken to cancel their driving license.
The person who has been subjected to police action has to appear at the police station on a working day following New Year's Day along with documents related to his vehicle and driving license. After obtaining the summons obtained from the police, he has to appear before the court concerned and close his case.
Vehicle checks will be carried out round the clock at the border vehicle check posts at 11 places on the borders entering Coimbatore city from various towns and cities and all vehicles entering the city and outsiders travelling in it will be monitored.
In order to prevent criminal activities during New Year’s Eve celebrations, the miscreants, especially those involved in chain snatching, the activities of those indulging in pickpocketing and selling drugs like ganja are being closely monitored by the police and appropriate crime prevention measures are being taken.
Police station-wise vacant public spaces and spots adjacent to residential areas and grounds will be identified. On New Year's Day, patrolling will be carried out at these places to prevent individuals or groups from consuming alcohol.
In order to prevent crimes against women and to prevent other criminal activities, especially in order to prevent incidents of crime such as chain snatching as many as 24 four-wheelers and 44 two-wheelers will be deployed for patrolling.
On the occasion of New Year's Day, 9 places, 13 important junctions, 62 churches and 12 temples have been identified as crowded places in Coimbatore city. The number of police personnel has been strengthened to maintain public order.
Traffic and surveillance will be strengthened on Avinashi Road, Trichy Road, Pollachi Road, Thadagam Road, Palakkad Main Road, Race Course Road, Cowley Brown Road, Maruthamalai Road, Mettupalayam Road, Sathyamangalam Road, RG Road, VH Road Road, Flower Market Road, Diwan Bahadur Road and other important roads.
As many as six Rapid Action Force has been deployed at key areas of the city such as Codissia Junction, Thomas Park, LIC Junction, Ukkadam Junction, Athupalam Junction and R.S.Puram Head Post Office for emergency purposes.
1,600 personnel, including 4 Deputy Commissioners of Police, 1 Additional Deputy Commissioner of Police, 15 Assistant Commissioners of Police, 41 Inspectors of Police, 172 Assistant and Special Sub-Inspectors, 900 Police, four Special Police Constables and Home Guards will be deployed for New Year's Day security duty.
Cooperation of the public is vital in celebrating the New Year incident free.

There is no bar in the public celebrating New Year's Day with joy and security with friends and neighbours. Coimbatore City Police welcomes the public to celebrate New Year's Day in a manner that is not detrimental to the law and order situation.
However, those who indulge in activities prejudicial to public peace and law and order, traffic violations, including drunken driving, will be taken to task and legal action against such persons will be taken.
