Election Commission of India will use Voter Verified Paper Audit Trail (VVPAT) EVMS at all the polling stations of 17 constituences in equal number of districts during the ensuing Assembly Election in Tamil Nadu. The Constituencies are - Anna Nagar, Vellore, Krishnagiri, Salem (North), Erode West, Tirupur (North), Coimbatore (North), Dindigal, Trichy (west), Cuddalore, Tanjavur, Kanchipuram, Villupuram, Madurai (east) Tuticorin, Tirunulveli and Kanyakumari.
The Commission said the distribution of Photo Voter slip would be carried out under the supervision of observers. It said, web casting will be done in more than 20000 Polling booths in sensitive polling stations and 30 all women polling stations will be set up.
The Commission has directed to employ IT applications for facilitation of the electors, election managers, political parties and candidates. The new initiatives to be taken up are Single window clearance within 24 hours for all the permissions in all the constituencies through online software.
Applications can be made online/through mobile application. If the application comes offline it is being uploaded and then the permission is being provided. Public Grievance Redressal System (PGRS) software will be deployed for redressal of voters' complaint on web as well as mobile platform, the Commission said.
A unified app across all available operating systems will be made available for citizens, voters, candidates and political parties to access electoral services, register complaints and apply for vehicle or venue permission respectively.
EPIC number can be send as a SMS to 1950 to receive elector and polling station details. The sender will receive message from ECI short-code handle 'BT-ECISMS'. A liquor sales monitoring web application is also being developed to monitor liquor sales pattern and control misuse of liquor.
A web based application is being developed to monitor the 'Cash Transaction Report' (CTR) from banks which is used for reporting transactions above Rs.10 Lakh including Transfer transaction and RTGS/NEFT transactions. The application will also monitor all cash transactions through banks of value more than Rs.1 Lakh.
The commission also directed to take measures to ensure accessible elections for People with Disabilities (PwDs).
The measures to be explored were New website with accessible features so as to ensure easy electoral registration, The registration of willing eligible voters in residential institutions to ensure that all eligible persons with disabilities are enrolled, the disability organizations should be actively involved in training and auditing of polling personnel and polling stations and possibility of provision of wheelchair facility with online booking facility in polling station locations, according to Tamil Nadu Chief Electoral Officer.
