The containment zones in the district have to be delineated based on:
• Mapping of cases and Contacts
• Geographical dispersion of cases and contacts
• Area with well demarcated perimeter
• Enforceability
The list will be revised on a weekly basis or earlier and communicated to States for further follow up action in consonance with the directions issued by the Ministry of Home Affairs under the Disaster Management Act’2005. It is further highlighted that based on field feedback and additional analysis at state level, States may designate additional red or orange zones as appropriate.
In the spirit of effective containment, it is advisable to err on the side of caution. Further, a buffer zone around containment zone has to be demarcated. Necessary action should then be initiated in these areas as part of the containment Action Plans already communicated including-
1. Stringent Perimeter control
2. Establishing clear entry and exit points
3. No movement except for medical emergencies and essential goods & services
4. No unchecked influx of population.
5. People transiting to be recorded & followed through IDSP
6. Active search for cases through house to house surveillance by special teams | formed for the purpose
7. Testing of all cases as per sampling guidelines
8. Contact tracing
9. Clinical management of all confirmed cases
Similarly, in buffer zones, extensive surveillance for cases through monitoring of ILI/SARI cases in health facilities has to be taken up.
Strategies for Corona Virus Infection Prevention and Control: Containment Strategies - General Principles
• Prevention of further spread in the locality by restricting the movements and implementing all known scientific interventions is the key objective of containment Strategy
• Although administrative units are preferred, case patient movement and local epidemiology are the factors to be considered for deciding the locations/areas to be brought under containment zone.
• If administrative units overlap with each other, all concerned local bodies should be involved in containment operations.
Scaling down
• The containment operations shall be deemed to be over 28 days, if no active cases in the zone and from the confirmation of last positive case in the containment zone.
• In Cluster case reported containment zones, areas can be released partially also depending on the local geographical situation and population movement.
• At least one dedicated team of a medical officer and Health Inspector should monitor the area for 28 days from the date of negative test of last positive case.
• Surveillance and other routine activities should be continued as per guidelines with additional care routinely.
• In rural area with 0.5 kms as radius & in urban area the buffer zone can be created as per the Geospatial spread as per administrative convenience.
