Data reveals Tamil Nadu underperformed in the Performance grading index 2020-2021

Tamil Nadu reached Level 2 in the PGI in 2019-2020 for the first time with a score between 901-950, after underperforming since 2017. It has again dipped in the year 2020-21.


Chennai: The Performance Grading Index (PGI) data for 2020-2021 has revealed that Tamil Nadu underperformed as against the previous year, 2019-20.

Tamil Nadu reached Level 2 in the PGI in 2019-2020 for the first time with a score between 901-950, along with Punjab, Kerala, Chandigarh and Andaman and Nicobar.

However, for 2020-2021, Tamil Nadu secured Level 3 in the PGI with a score between 851-900 among the twelve states, including a few UTs.

Interestingly, for the fourth year in a row, none of the state or UTs secured Level 1, which ranges the score between 951-1000.

According to the previous year’s data, Tamil Nadu improved the PGI by 10%. In 2017-18, Tamil Nadu secured Level 5 with a score between 751-800. The trend continued in 2018-19 as well. Only in 2019-2020 the state performed well and jump to secure Level 2. However, the trend deteriorated again in 2020-2021 for various possible reasons.

Andhra, Chandigarh, Gujarat, Kerala, Maharashtra, Punjab and Rajasthan scored 901-950 and reached Level 2, while Assam, Chattisgarh, Jammu and Kashmir, Jharkhand, Ladakh and Tripura scored 801-850 and reached Level 4.

PGI is structured in two categories, outcomes, governance and management, and comprises 70 indicators, with a maximum score of 1,000.

In that case, the overall domain scores for 2020-2021, Tamil Nadu secured 132/180 in learning outcomes and quality, 78/80 in access, 131/150 in infrastructure and facilities, 183/230 in equity, and 331/360 In governance.

The Performance of a State/UT is often perceived to be linked to the size (geographical area) of the State/UT as it has a bearing on several logistic, administrative and other issues. However, size does not appear to determine the performance of States and UTs in School Education as assessed by the PGI, the report said.

“In 2020-21, the top score in the Domain relating to Governance & Processes (346, Punjab) has crossed 90% of the maximum points (360) whereas three States/UTs, Viz., Ladakh (76), Chhattisgarh (169) and Nagaland (174) have scored less than 50% of the maximum possible score in this domain”, the report said.

Further, it also added that in the domain of Governance Processes, there are 24 States/UTs which have scored less than 288 (80% of the maximum possible score).

“It clearly implies that this is the area many States and UTs must focus upon. The PGI, too, accords the highest importance to this Domain because compliance with the indicators here will lead to critical structural reforms in areas ranging from monitoring the attendance of teachers to ensuring transparent recruitment of teachers and principals”.
