A 3,500 square feet of public land was grabbed to set up a sewage treatment plant in Elysium Properties, in Kaikolapalayam in Annur taluk, thanks to the apathetic officialdom which has failed to check this menace.

The land allocated for Public Park and play ground in Elysium lay out, where 120 houses are built was taken for a toss after a sewage treatment plant was built by the promoter. The sewage plant has now been ordered to seal after people took up the issue in their hands and fought against the blatant violation of building and lay out rules.

"The sewage plant has been set up after obtaining legal permission from the concerned officials", one of the resident shared.
Alleging that officials were hand in glove to set up the plant, the resident say the foul smell emanating from the sewage plant was unbearable, and only after a prolonged battle the officialdom sealed the plant.

Commenting on the incident one of the authorities from Elysium Properties have said "The Sewage Treatment Plant was built on excess OSR land and not on the 10% of the OSR land allotted as per norm. Following the issue, we are open to regularize the process".
Speaking to SimpliCity, Social Activist Thiyagarajan said that the "For every one acre of land in any construction plan lay out, 10% of land should be allocated for public amenities like park/playground. But some of the real estate developers throw norms to the winds and convert the lands for other purposes to gain extra income from it".
"Moreover officials granting permissions without physically verifying the locations is one of the main reasons for such mishaps" he said.

The collusion of officials and developers have come to play a big role in this kind of irregularities, which has been going in many newly developed areas and lay outs of housing colonies. The house buyers are taken for a ride and put to extreme hardships due to the violation of building norms which the authorities should make sure are adhered to.
The following court orders clearly indicates that the OSR land under no means can be used by the promoter for any other purpose partially or wholly.
