Tamil Nadu Budget 2026–27 Lays Strong Foundation for Inclusive Growth and Startup Ecosystem: Auditor G. Karthikeyan

The Tamil Nadu Budget 2026–27 strikes a balance between welfare and economic growth, with a renewed focus on startups, artificial intelligence, digital governance, industrial development and long-term investment-driven economic transformation, says Auditor G. Coimbatore: The Tamil Nadu Budget 2026–27 presents a forward-looking roadmap that successfully balances social welfare with long-term economic development while placing greater emphasis on innovation, entrepreneurship and fiscal reforms, according to Auditor G. Karthikeyan, President of The Start-up Academy.

Auditor G. Karthikeyan, a prominent chartered accountant known for his professional insights on Union and State Budgets, taxation and stakeholder consultations with the Income Tax Department, shared his assessment of the Tamil Nadu Budget presented on Wednesday.

Commenting on the Budget, Auditor G. Karthikeyan said the Government has made substantial allocations towards healthcare, public health, education, youth development, women’s welfare, social security, infrastructure and industrial development, reflecting its commitment to inclusive and sustainable growth.

He observed that the Government’s vision of transforming Tamil Nadu into a USD 1.5 trillion economy over the next decade demonstrates strategic planning and confidence in the State’s economic potential. While the State’s outstanding debt has crossed ₹10 lakh crore, he noted that Tamil Nadu continues to remain one of India’s strongest economic contributors, accounting for nearly 9.4 per cent of the country’s Gross Domestic Product (GDP) despite having only around 4 per cent of India’s population.

Auditor G. Karthikeyan said Tamil Nadu’s entrepreneurial culture and its strong network of Micro, Small and Medium Enterprises (MSMEs) remain the backbone of the State’s economy, driving employment, industrial growth and innovation. In this regard, he welcomed the Guidance 3.0 policy, stating that it would further strengthen investor confidence and reinforce Tamil Nadu’s position as a preferred destination for both domestic and global investments.

He also welcomed the Budget’s emphasis on strengthening the startup ecosystem, saying the measures announced would create a more conducive environment for emerging enterprises while encouraging innovation-led entrepreneurship. The initiatives relating to the Tamil Nadu AI Mission and the promotion of emerging technologies, he said, would accelerate technology-driven economic growth while equipping young entrepreneurs to build globally competitive businesses.

G. Karthikeyan also welcomed the Government’s emphasis on digital governance, stating that reforms such as faceless services in the State GST and Registration Departments, along with the complete computerisation of the mining sector, would improve transparency, simplify public service delivery and enhance administrative efficiency. He added that the Government’s expectation of generating an additional ₹15,000 crore in revenue through these measures reflects the potential of technology-driven governance reforms.

Summing up his assessment, Auditor G. Karthikeyan said the Tamil Nadu Budget 2026–27 successfully balances welfare commitments with industrial development, investment promotion, technological advancement and fiscal discipline. He expressed confidence that, if implemented effectively, the Budget proposals would strengthen the startup ecosystem, attract greater investments, generate quality employment and pave the way for sustained, inclusive economic growth across Tamil Nadu.
