SIMA Lauds Exemption of Polyester Staple Fibre Imports from Quality Control Order

The Southern India Mills' Association appreciates the government's decision to exempt Polyester Staple Fibre imports from the Quality Control Order under the Advance Authorization Scheme, easing raw material supply challenges for exporters.


Coimbatore: The Southern India Mills' Association (SIMA) has expressed gratitude towards the government for exempting the import of Polyester Staple Fibre from the Quality Control Order (QCO) under the Advance Authorization Scheme. The Ministry of Chemicals and Fertilizers had issued the QCO for various fibres, including Polyester Staple Fibre, with the requirement that raw materials must be purchased from BIS licence holders. This had posed challenges for manufacturer-exporters relying on specialty fibres not produced domestically, disrupting the supply chain and impacting export performance. The Ministry of Textiles had also issued a QCO for Viscose Staple Fibre, further affecting exporters.

Dr. S.K. Sundararaman, Chairman of SIMA, acknowledged the government's consideration of the association's representations, highlighting the exemption for Viscose Staple Fibre and Polyester Staple Fibre imports under the Advance Authorization Scheme. This exemption, effective immediately, mandates that imported fibres are used solely for export purposes, with the export obligation period reduced to six months. Dr. Sundararaman emphasized that this relief would enhance the export performance of the MMF textile sector, which has struggled due to high raw material costs.

He further urged the government to ensure the smooth supply of raw materials at competitive rates to support sustainable growth in both domestic and export markets. The goal is to increase the textile business size to USD 350 billion and exports to USD 100 billion. He pointed out that due to higher raw material prices, India's MMF exports have stagnated, with other countries like China, Bangladesh, and Vietnam capturing a larger market share.
